their lives. good evening i'm ann notarangelo. a developing story out of san francisco. police have surrounded an apartment building. police say a gunman is barricaded in an apartment. cbs 5 reporter is there. >> reporter: as you can see behind me this whole block is filled with police vehicles, emergency vehicles of just about every type. they've been here all evening. now let's take a look at video. this happened about 6:30 with what police say may have been a domestic disturbance. they di rived on the scene. there was some talk of a weapon. this escalated. so he said there had been some connection. they had some idea there was a weapon. going on that information they brought in the s.w.a.t. team. they brought other people in. >> a neighbor overheard some type of domestic dispute occurring with his next door neighbor. he attempted to make contact with the neighbor. the neighbor made some credible threats that he may potentially have a weapon. the neighbor called san francisco police department, advised us of the situation. at which point our officers respond. they attempted to make contact d
. this is a candle light vigil held in the playground of san francisco's dolores park last night. some of the participants say they have been directly affected by gun violence. and by this most recent mass shooting. >> i work with jazz musicians, and his five year-old daughter was lost. she was bright, and fall and she had the entire world with two loving parents. towns like camden, new jersey, and san francisco, california, are offering cash for guns in an attempt to get weapons off the street. lee cowan reports on how a mass shooting in 1989 led to a tough new law. >> reporter: when it happened at cleveland elementary, in stock on the, california, some 23 years ago, some thought a school shooting couldn't get any worse. a troubled man with an assault rifle killed five students and wounded 29 others. while it sadly wasn't the last or worst school shooting in the country, it did lead to california's ban on assault weapons, the first in the nation. it wasn't a perfect solution in the eyes of gun enthusiasts but at least the ban was an effort to do something to stem the violence. in the wake of connecticut, many california leaders wonder where that resolve is today. >> if not after this, then seriously just shame on all of us. seriously, shame on the leadership of this country. >> gavin newsom is california's lieutenant governor, but his current anger stems from being a parent more than a politician. >> this has to be the moment where you say, sto
